NO$GBA emulates the complete GBA hardware, but it does NOT emulate cartridges. It cannot be used to play normal GBA games. However, it can be used to make/play small freeware games (max. 256KBytes, originated in RAM rather than ROM, and with special 'multiboot' header). The full version (that does emulate cartridges) is available to developers (companies) only, due to recent piracy attacks the author won't make the full version available to gamers as shareware for home use.

з.ы. как и предшественник (no$gmb) предоставляет кучу возможностей для кодеров. вот только с эмуляцией нескольких девайсов не могу разобраться (точнее с синхронизацией, в no$gmb в этом смысле все ok).
